PSMA’s Geocoded National Address File (G-NAF)

G-NAF is a composite of information supplied by state and territory government mapping agencies as well as multiple Commonwealth government agencies.

Each Australian State and Territory government mapping agencies and land registries (Jurisdictions) contributes data to the PSMA Geocoded National Address File (G-NAF). The source databases they maintain are generally referred to as Geocoded Jurisdictional Address Files (G-JAF). The tables below provide a brief overview of the current Custodial Models within these Jurisdictions.

ACT

Street Address Numbers: ACT Land Information Centre allocates the street address number

Road Name: Public Place Names Committee, in liaison with the ACT Land Information Centre allocates the road name (Public Places Names Act 1989)

Suburb Name: Public Place Names Committee, in liaison with the ACT Land Information Centre allocates the suburb name. (Public Places Names Act 1989)

Maintenance and Location: ACT Land Information Centre populates and maintains the address database within the spatial DCDB

G-JAF Custodianship assigned by: ACT Government

G-JAF Custodianship accepted by: ACTLIC ACT Land Information Centre

 

New South Wales

Street Address Numbers: Local Government (LG) allocates the street address number (Local Government Act 1993)

Road Name: Local Government allocates the road name in most cases (Roads Act 1993) using guidelines from the Geographical Names Board

Suburb Name: The Geographical Names Board (Geographical names Act; 1966) allocates the suburb name and boundary after consultation with Local Government and the community

Maintenance and Location: Valuer General’s Office (VGO) are notified of address information by Local Government (Valuation of Land Act 1916).

Land and Property Information (LPI) collects information from LG, VGO and other sources as required, to populate the database within the spatial DCDB

Northern Territory

Street Address Numbers: Department of Planning and Infrastructure, Land Information Division allocates the street address number

Road Name: NT Place Names Committee, in liaison with Department of Planning and Infrastructure, Land Information Division allocates the road name

Suburb Name: NT Place Names Committee, in liaison with Department of Planning and Infrastructure, Land Information Division allocates the suburb name

Maintenance and Location: Department of Planning and Infrastructure, Land Information Division populates and maintains the address database within the spatial DCDB

G-JAF Custodianship assigned by: Northern Territory Government

G-JAF Custodianship accepted by: Department of Lands Planning and Environment (DLPE)

 

New Zealand

Street Address Numbers: The Territorial Authority (Local Government) allocates the street address number.

Road Name: The Territorial Authority (Local Government) allocates the road name

Suburb Name: NZ Geographic Board allocates the suburb name in liaison with the Territorial Authority

Maintenance and Location: Land Information NZ populate and maintain the National address database within the spatial cadastral database (Landonline)

G-JAF Custodianship assigned by: Local Government Act 1974

G-JAF Custodianship accepted by: Land Information New Zealand (LINZ)

 

Queensland

Street Address Numbers: Local Government allocates the street address number

Road Name: Local Government allocates the road name

Suburb Name: The Minister for Natural Resources, Mines and Energy and Minister for Trade approves suburb and locality names, under a process established by the Place Names Act 1994 and implemented by the Department of Environment and Resource Management

Maintenance and Location: Department of Environment and Resource Management (DERM) populate and maintain the address database within the spatial DCDB

G-JAF Custodianship accepted by: Department of Natural Resources and Mines (DNRM)

South Australia

Street Address Numbers:Local Government allocates the street address number

Road Name: Local Government allocate the road name.  For a new subdivision the developer will propose road names at the time of development application which have to be approved and allocated by LG.  For rural road naming the name is allocated by LG normally in consultation with local groups and individuals.

Suburb Name: Geographical names (DEHAA) allocate the suburb name.  This is done in consultation with Aust Post, Police, LG etc conforming to existing guidelines.  This is generally the formalisation of an existing name or has local significance to the area to be named.

Maintenance and Location: At this stage no one assumes custodial responsibility for population and maintenance of the address database.  It is done on client demand by linking the valuation property address file with the DCDB.
The match rate varies from > 95% in built up areas to <10% in rural areas.

G-JAF Custodianship accepted by: No custodian has been appointed at this stage due to unresolved issues in the RAID project

 

Tasmania

Street Address Numbers:  Local Government allocates the street address number

Road Name:  Within the boundary of a Town or City, Local Government.  External to these boundaries, Nomenclature Board. Survey Coordination Act 1944

Suburb Name:  Nomenclature Board - Survey Coordination Act 1944

Maintenance and Location:  Primary Industries, Parks, Water and Environment (DPIPWE) the address database

G-JAF Custodianship assigned by:  Original custodianship assigned by the Land Information Coordination Committee.  New authority is the Tasmanian Spatial Information Council.

G-JAF Custodianship accepted by:  Department Primary Industries, Parks, Water and Environment (DPIPWE)

Victoria

Street Address Numbers: Local Govt allocates approx. 99% of street address numbers. Various others including Public Housing and Private Developers allocate approx. 1% of street address numbers.

Road Name: Local Govt allocates the majority of primary road names, Main and Tourist road names allocated by VicRoads and road names on public land allocated by Department of Sustainability and Environment.  Some private road names allocated by property developers.

Suburb Name: Local Government registers locality names with the Registrar of Geographic Names following community consultation

Maintenance and Location: Department of Sustainability and Environment manages and maintains Vicmap Property, Administration, Transport and Address products.

G-JAF Custodianship accepted by: Department of Sustainability and Environment

Maintenance and Location: Landgate populates and maintains the address database within the spatial DCDB
